A man finds himself in handcuffs after exposing himself to a crowd. Meanwhile, police apprehend three individuals involved in a brawl nearby. In a strange twist, another man is taken into custody for attempting to escape by descending a drainpipe, insisting to officers that the building lacks any stairs.
