In Wichita, Kansas, a murderer strikes fear into the community by targeting unsuspecting individuals and families, binding them and choking them to death. After a period of silence, the killer reemerges years later, prompting law enforcement to devise a strategy to draw him out and uncover his true identity. Surprisingly, the man behind the mask is someone nobody ever suspected.
