After an upstanding citizen is elected as the town sheriff, promising to enforce fair taxation, the affluent railroad owner quickly transfers his money out of town to dodge his tax responsibilities. In response, Bat steps in to assist the newly appointed sheriff in gathering the overdue taxes.
