On a rural road, a 75-year-old military veteran is struck by a vehicle in what seems to be a hit-and-run incident. Soon after, a young man admits to the act, but detectives soon realize they are dealing with a dangerous psychopath who is driven by a disturbing urge to kill for excitement.
